Since humans were able to create a cure for the flood it would make them go after each other instead of sentient beings.
So the precursors created the flood to take out the forerunners from the face of the galaxy so the humans could hold the mantle of responsibility.
So once the forerunners found out about this they say hey, no way we’re not letting this happen, so they fight.
And they won, they set back the humans so they could NOT hold the mantle. The precursors were at tier 0, humans were capable of reaching tier 0 but the forerunners were not.

Not true. The Primordial states that there was never a cure, that the Flood can choose who to infect.
And the Precursors did not create the Flood. The Precursors are the Flood, and vice-versa.

Nope, the Flood was an accident. The Precursors went into stasis, yet some turned into a defective powder that became the Flood and the other Precursors decided that the Flood was good anyway and decided to use it.

Cure is believed to have been fake, the Flood choose who to infect. A cure may exist, but it just as well may not.

The Forerunners were completely ignorant of the Flood until it began to widely affect their civilization. So, no.

There may have been a cure, actually, just not on instillation 7. The primordial most likely stated that to dupe forerunners.
