Yeah I understand where you’re coming from especially the shield flare when they deplete. Also if these items work similarly to Reach armor abilities (in how you acquire them/how they’re used) then I would expect that grapple users would be prevalent regardless because lets face it: movement abilities are fun in games (except sprint, lets not discuss sprint).
When games offer you fast movement in unique ways of course people wanna take that option.
Grappling hooks are the epitome of gravity defying movement and turning a simple ledge into a flank route or quick escape.
Repulsor looks like everything that Armor Lock should have been imo. The worst thing about armor lock is how it was total invulnerability and you were immobile. It was also not fun to fight. Repulsor looks like you could have the ability to quickly dodge a projectile thrown back if you’re fast enough.

It’s not weapon drops like Halo 4, so don’t be concerned about that.
