I have a problem. On this website, I do not have a notifications button in the top right corner next to my profile picture. My friend says it should be there, but we are not sure why it is not showing up.
Is this happening while you’re on a computer or mobile device (be it a smartphone or tablet) that you own? The notifications icon is denoted by a flag symbol for easier reference.

It is happening on both mobile and computer. And yeah there is no flag icon
It sounds like you might have an Xbox Live Child account OP. XBL Child accounts cannot access the Private Message / Inbox feature of Waypoint, it’s possible that notifications are also turned off for those accounts too

That’s weird. Do you know how to make it not a child account?
You need to be 18 or over and have your account promoted, changing your birthday won’t work.
