My home Xbox not sharing halo 5 deluxe items

i pre ordered halo 5 guardians deluxe digital edition but my brother can’t use the warzone req packs or the pre order bonus and also watch halo fall of reach it says that he hasn’t bought halo 5 but he is able to play it the my home Xbox should be fixed because my brother is really annoyed that he can’t use these items so i wasted my money on extra content that my brother can’t even use the my home Xbox says it shares digital games and dlcs and gold but it obviously doesn’t work if my brother can’t use the deluxe items this needs to be fixed

Im having this problem with my girlfriend. The issue still isn’t resolved.

Same, a friend of mine did license transfer for me and I got the game and the dlcs but the dlcs don’t work including the war zone req bundle and what’s even worse is that even if I have uninstalled the bundle I still can’t buy it in game with money so it’s bugged.

This is not an “issue”. The REQ packs aren’t meant to be shared unfortunately. They aren’t like normal DLC that you can share. Only 1 gamertag can use the REQs.
