Nah, kidding. I would take the disc out, check it, clean it, let your xbox rest, maybe install the disc to your box and run it from HD instead of disc…
1 - Get a new TV.
2 - Check your XBoxs screen resolution.
3 - Check in the support area of www.xbox.com for additional help.

Try it on a different TV and see if you have the same problem. It could be the cords from your xbox. Who knows.
Install the game.
Your weapon might be zoomed in. Click the right stick to zoom out.
EDIT: nm, some posted that already.
H4 does use a kind of pop-in texturing system, but it’s barely noticeable most of the time. Your Xbox’s processor may be on its way out, try running another game and see if it happens.
Could you post a screen shot of it so we can see what exactly you are talking about.
In the meantime, try these suggestions:

Make sure that you that you have installed Halo 4 onto your Xbox 360 HDD to ensure the best performance.
