So here’s my situation. I got a new Xbox for Christmas and transferred all the data to the new hard drive, including the Infinity Actual Kit that came with limited edition and the Crimson map pack.
However, when I play offline, I can’t access the emblems, specializations, or maps. When I play online, I have to redownload each, but still don’t have access to the specializations.
I go to check my storage and none of the data is corrupt and I have the latest title update. If someone could help, that’d be great. Thanks!
You need to run the License Transfer Tool at xbox.com.
(Basically, there’s two ways you can be authorized to use content. A. be using the gamertag that bought it. B. using the xbox it was originally downloaded on. The former requires you be connected to live, though, hence your difficulty. The transfer tool gives your new box full authorization again.)

This. If you don’t perform a licence transfer after swapping consoles, you can’t play any DLC downloaded on your prior console unless you’re connected to Live. The licence transfer let’s you redownload your stuff so it’s available for both on and offline use.
