I think the way it works is that you pick a specialization, go through all 10 levels and earn the armor mod. Then you pick the next one, but you can only assign one mod per load out. So one of your load outs would be a pioneer, and one would be an engineer, and so forth.

You can use one specialization at a time. Once it has been unlocked, you can continue using it or unlock a new one. If you don’t like the new one you picked, you can always take a step back and use a previously unlocked specialization. So yes you can switch between them as much as you like.
