Check your NAT settings.
Same issue, searching for games, trying to create a game, it just says “waiting on xbox live” and you can hit A to continue, but it does nothing NAT is open.

I actually had the same problem with a friend a few hours back (and it’s still not working). I’m guessing time is the fix based on this thread. We were kicked out mid game and now only the “waiting on Xbox Live” message comes up when either of us try to create a multiplayer or coop game.
