They have times when matchmaking is only up.
I am aware of the time slots but even during this the multiplayer does not start

That’s just the flight not connecting to servers properly. Sometimes a restart fixes it, otherwise just coming back to it later works too.
Until multiplayer comes back online I wouldn’t worry about it because you won’t be able to play multiplayer anyway.
