I can’t figure out how to get my sibling on the game so we can play multiplayer and co-op campaign
If you are talking about splitscreen, Halo 5 does not support splitscreen play. All multiplayer interactions are done over Xbox Live.
For your sibling and you to play together, you would each need your own console and copy of Halo 5.

But it says on the game case that it is multiplayer on campaign/co-op campaign

Yes, the game can be played with other people. You can have up to 3 other people play with you in Campaign. But not on the same console.
Co-op comes in a few varieties: local, LAN, and Online. Halo 5 doesn’t support local co-op (co-op on same console). But it does support Online co-op.
If you examine the back of the case carefully, you’ll see that multiplayer functionality is only through Xbox Live, not on the Xbox One console (talking about that table that says “Players, Co-op, Impulse Triggers”).
