Or maybe that Multiplayer will come before HI release? I think there was something it said to the effect of you getting access to your wepon skins in Feburary? Wouldent that mean HI would be out by then for that to make sense? or maybe that was made before the delay? thoughts?

Yes the promotion leaked before the delay. I would take anything it mentions as the smallest grain of salt.
HI will be released in 2021, matchmaking will not be separate from the main game.
