It kinda disappointed me that there were no cool forerunner vehicles that were drivable in campaign or online,like for example the forerunner vehicle from halo 2 ,anybody else feel the same way?

And! if anything this game is introduccing the forerunners to people that have only followed the Games Cannon so just landing in a forerunner planet which are a highly evolved civilazation and finding vehicles laying around and such wouldnt make much sense.

why would the Covenant need vehicles if they have the Armor (Energy shields and Hunters), the firepower (FRG, Sticky grenades) and can “Teleport” (Gravity lifts)

But a gravity lift does exactly that, lifts you up. The Storm needs transportation still. And their armor and shields are relatively weak.
Prometheans are a purpose built fighting caste designed to be entirely self sufficient.
More beats less.
