In ODST, Bungie fleshed out the members of Alpha-Nine outside of just the cinematics. They had the characters talk in gameplay, so we got to see more of their personality. Halo 4 continued with this as Chief started to talk some more, and that also included in the gameplay. This once again allowed us to feel for his character and connect with him. I think this is a very smart idea, you can have character development not just with the cinematics, but also in the gameplay. My question is, do you like the character talking during gameplay, and do you think 343 should continue forward with it?

I think it’s kind of expected at this point. However, when you say characters you mean protagonists, because characters have had dialogue during gameplay since CE. Protagonists have remained mostly silent, on the other hand, even when they probably shouldn’t have been. (See: Arbiter)
That being said: dialogue during gameplay isn’t always necessary to connect with your characters.
I would love to see more characters introduced (such as spartan Locke). Also not just characters with brief importance, but lasting characters who develop with the story line.
