I have done this challenge several times and the helmet does not unlock. It’s funny because the related achievement can be unlocked like this, but apparently the challenge is bugged. Is there a fix?
The same thing happened for me and a lot of other people. The challenge is bugged. From what I have seen it works fine on PC however you have a 50/50 chance on xbox.

It does not work properly on PC either. I spent over 2 hours and 75 successful assassinations with it not working. I had to follow this reddit post before it worked for me
