I purchased the War Games Map Pass and the Bullseye Pack via the in-game Halo 4 Marketplace. According to the Halo Nation wiki, these two downloads include the following:
Each of the three War Games map packs include three maps for a total of nine DLC maps. I believe the following maps are included in each of these packs, with the bulleted points being ordered with respect to the above numbered list of map packs.
Harvest, Shatter, and Wreckage- Landfall, Monolith, and Skyline- Daybreak, Outcast, and Perdition
Bullseye Pack
Vertigo- Pitfall
The Bullseye Pack introduces the two above maps. Both the War Games Map Pass and the Bullseye Pack include non-map DLC, but this post is only concerned with Infinity Ops, War Games matchmaking DLC maps.
As far as I have been able to learn, both the War Games Map Pass and the Bullseye Pack are inclusive of all currently available DLC maps, as it pertains to PvP matchmaking. With this in mind, the game’s UI still reads a message saying I am missing recommended downloadable content and, as far as I am aware, I have never played a match on any of the above maps through matchmaking; they are available via the Custom Match menus.
If I own the War Games Map Pass and the Bullseye Pack, only have a single console, downloaded both DLCs through the in-game Halo 4 store, my 360 storage settings for Halo 4 show all aforementioned content as being downloaded, and the maps are available on my console to play in custom matches, why am I still getting this message and am I still missing maps that are in the matchmaking pool for Halo 4? Why am I never getting matches on any of the above maps, only the vanilla Halo 4 maps?
Edit: Actually, I’m still having the issue. No matches with DLC maps and the message says I don’t have recommended DLC, even though I have all the maps locally.
Just because you have the War Games Map Pass doesn’t mean you actually have the maps. Go to the Xbox Live marketplace from within Halo 4 and try to download the Crimson, Majestic, and Castle map packs. If that doesn’t work, try deleting all of your DLC and then redownloading it.

If I go to System Settings > Storage > Hard Drive, under Halo 4 I see Bullseye Pack (358MB), Castle Map Pack (481MB), Crimson Map Pack (529MB), Forge Island (155MB), Majestic Map Pack (439MB), War Games (2.0GB), War Games Map Pass (56KB). I deleted all of them from this screen, then launched Halo 4 and opened the in-game marketplace. I then re-downloaded Bullseye Pack and the War Games Map Pass; which in turn downloaded the Castle, Crimson, and Majestic Map Packs. I’m seeing all the map packs when I go to the 360’s storage settings, which I also was prior to deleting them all and re-downloading, but I’m still seeing the same results:
I’ve had one DLC map show up in 200 games. I also played a few Regicide matches through the Rumble Pit playlist, but that was because 4 guys in a party had the DLC and were farming Regicide for their weekly challenges. I still have no Dominion playlist, but perhaps it’s a game type that comes up in another that I haven’t played. I’m no longer seeing the “missing recommended DLC for matchmaking” message, though I had to go through a series of deleting and re-downloading all the DLC and also installing Forge Island to attain this state.
I guess there’s just not many people in the pool to start with and even less have all the map packs (and have them installed properly so their 360 is actually detecting them in Live), so it’s just rare to see all the stars align as a mostly solo queue player:
I found a post on reddit where several others with all the DLC mention that they only run into DLC maps in the matchmaker rotation if they’re in a party with people they know have all the DLC installed. People that don’t have a lot of Live friends to party with that have the DLC will find it rare to find the maps in a vote rotation. Had I known this going in, I would have stopped my friend from buying the DLC packs on both of our consoles.
Just leaving this info up so if someone searches these forums regarding DLC they might find this helpful.

Have you also downloaded the free Forge Island map? This isn’t included in the Map Pass or Champions bundle, it is a standalone map. This could be why you are constantly getting that message.
And yes, at his point the best way for the DLC maps to show in multiplayer is to have a full lobby of DLC owners, but this is nothing new and has been the same way since Halo 3 (until Bungie made most playlists in Halo 3 require DLC). Like you said yourself, due to the already low population being filled with mostly non-DLC owners, the chance of DLC maps showing is very slim.
I have all of the DLC myself and have had the maps show up Zero times in 5,000ish BTB matchmaking games. The issue that I run into is that I most commonly search solo or with a 2 man team in a playlist that requires a ton of players. What I am trying to get at for you is that if you want to enjoy your maps you would be wise to either kick it with a team of players that all have the maps or search in playlists with a low number of teammates.
Thanks OP. I was just about to buy the $25 map pack and thought I’d make sure people are actually playing the DLC levels in PVP first. Perhaps they should consider lowering the price so more people will buy the maps, if it’s no fun for those already with the maps, an influx of more people with the maps would certainly make them happy too.
But It seems they’ve abandoned Halo 4 now. They used to have monthly updates, just my luck I get 1 year of gold just when they turned all their attention to XBox1

Hi, I’m actually getting slightly the same problem, only for some reason the maps don’t even show up in my custom maps list. I’ve only got Majestic, Castle and Crimson (not bullseye or anything else) and I got them with as a code with Halo 4 Limited Edition. And I suppose it makes sense that when I go to Xbox live marketplace the Crimson, Majestic and Castle DLC aren’t ticked as though I bought them because of the very fact that I didn’t, because they came with my game. But I have already tried re-downloading them, yet nothing I do seems to work.
I feel extremely ripped off since the only reason I bought the limited edition was for the map packs, which I’ve still yet to play even after over a year after halo 4 came out. And I’m really pissed off since I’m an achievement hunter and there’s a whole bunch of achievements which I can’t get my hands on since apparently I don’t own the maps. (I also get the message saying that players don’t have the recommended maps).
