Well, it was supposed to be permanent due covid 19.

No, it was supposed to be made permanent because 343i was making some XP payout changes and so forth. Legendary would be removed and Heroic would pay out the same amount of XP and RP as Legendary. But, they had to delay those plans due to COVID-19, hence why Mythic is still a weekend playlist and both Heroic and Legendary are active.
