Foremost this is not about the commendation but the current event where you win 1 you get 1, you win 3 in total and you get 3 more gold packs and the tenth you get an additional 5 gold packs.
All the req packs are accounted for except for that 10th, anyone else noticed it?
Actually it is your commendations. Check under Warzone Firefight Victory.

I think there is a mistake because if you look at the commendation, the first 3 level are 1 + 3 + 5 = 9 victories. I won 1 gold pack + 3 gold packs + 5 gols packs, as it is stated. But I received my tenth gold pack at the 9th victory, and when I won a tenth victory, I got nothing more. But still I get those packs… Does 343 knows how to count up to 10 ?

I’m pretty sure it was separate where you get some from victory commendations and the other as part of this week as some sort of an event. Meaning with just 1 match nets you 2 gold packs, 1 for the first level of the commendation and the only 1 as part of the event.
