so we or at least most of us have seen the awaken the nightmare trailer and it having the flood return after h3 but I’m curious whose controlling the flood here after all we are still dealing with the banished so it boils to two possible beings controlling the new flood. 1: another grave mind while unlikely as the grave mind we know is dead but perhaps it’s a new one rising up or 2: it’s mindact bias which seems more likely as he had direct contact with the flood and it be a big fan service for those who want mindact bias to return
There have been at least four Graveminds since 2532:
Halo Wars: Proto Gravemind
Halo CE: Keyes/Proto Gravemind
Halo Evolutions: Mona Lisa/Proto Gravemind
Halo 2+3: Full Gravemind.
Given that the last three showed up within like, 6 months of each other I’m willing to bet it doesn’t take long. The prisoner in Mona Lisa said it had only been a few days. Same with Halo CE’s Proto Gravemind. How a fully formed Gravemind was on Installation 05 only maybe a few hours after showing up isn’t something I would know (unless the Covenant screwed up again, though that seems like the only choice, it is unlikely) but we do know only one can be alive at a time and they retain memory after each life.
I imagine if one is on the Ark, he’s probably kind of ticked off to dying to just three people.
Two of which he willingly freed from his capture just a few months prior.
Edit-
As for Bias, he seemed to be a bit remorseful for joining the Flood the first time, according to Halo 3’s terminals.
Edit 2-
Checked Halopedia. Where the previous version of the Gravemind page said, and I remember this, only one Gravemind can be formed at a time, it now says they merely all share the same personality without a limit.
So disregard what I said before.

True for bias but who knows he’s been locked in the ark for well a long time

The Cold Storage Reports explain that the Gravemind has been down there for thousands of years.
In summary: An unknown alien faction arrived at the multiplayer map Backwash, which is the above entrance to the multiplayer map Cold Storage. They broke in, accidentally unleashed the Flood, and were consumed, and thus a Gravemind was formed.

Is this canon? I haven’t heard of it. Seems like it would cause a plothole, as it was said in previous lore only one GM can exist at a time. Why would the Flood be trying to form another if there was already one active?
Edit-
Checked Halopedia. Seems things on both the Gravemind and Cold Storage pages have changed since I last read them.

I wasn’t sure if it was still canon since 343i took over. The Cold Storage Reports were released for background on Cold Storage when Bungie was waiting to release it on Bungie Day.
Earlier this year though (or end of last year?), GrimBrother One added “ONI Files” into the Halo Universe section on Waypoint, which included the Cold Storage Reports, so yeah, it’s still canon (which makes me happy, but yeah, there’s definitely more mysteries added than answers answered).
As for knowing how Backwash is connected to Cold Storage, the Locations of Delta Halo (also on Waypoint) have backgrounds on both Backwash and Cold Storage, the former confirming it’s the location mentioned in the Cold Storage Reports.
Trust me, I’ve done some heavy-duty research on what happened to Installation 05. Because the mysteries of it fascinate me a lot.
There are many theories as to what the flood is and where it came from. However its wildly accepted that they have a Precursor origin. It thought that the flood is a mutated form of the Precursors that was a degenerated dust. This is reinforced by the Primordial also believed to be a Precursor. The flood are unique in that they are a shared mind. The flood we will in counter on the ark is effectively the same flood that nearly destroyed the galaxy 10,000 years ago. It’s unlikely to be Mendicant Bias as his fragment wanted to seek redemption for what he did eons ago. It also depends on what stage the flood are at. Judging by the fact there is a Juggernaut it is highly likely there is a gravemind present.
Who says the Flood is even being controlled? More than likely the Flood we see in ATN trailer are back in the Feral Stage, meaning no central intelligence commanding them.
I highly doubt that Mendicant Bias would have gone back to working with the Flood after having achieved metastability. That wouldn’t make much sense. This is assuming Bias survived the destruction of Installation 04b.
