Hey… Person who I don’t know… My friend told me if I beat Halo 3: ODST on normal and my milestone is more than 20, I’d get the military police helmet in halo reach, I did it in normal, and went to halo waypoint, it gave me an avatar award, then I went to halo reach and I couldn’t equip it. So I tried to check my milestone, but no where I looked I could find it. I have the free membership on xbox360, do I need gold to be able to see it?

I’m pretty sure you had to beat Reach on normal to get it, beating odst just gets you different attachments for the military police and CQB helmets.
I was in the same situation until earlier this month. I was well past the requirements for the MP and CQB helmets but they never unlocked in the game until, during the free Gold weekend, I loaded up the Xbox version of Waypoint and they all became available at the same time. They are still available to me in Reach even though the free weekend is over and I reverted to my standard Xbox Live status. Milestone level isn’t on the web version of Waypoint but it might be on the Xbox version or at least your level should be still be attached to your account.
I’m still lacking the UA/Base Security chest armor since I don’t have a Gold account and therefore can’t get the “Yes, Sensei” medal in multiplayer.

I already beat it on normal, and I did go to xbox version of waypoint and I gave me an avatar award, but not the helmet.

Found something weird. I know why its not working. Apparently I didn’t beat it on normal. I checked again and it says I only did it on easy. But I have the achievement for beating the campaign on normal. Now time to do the campaign AGAIN.
How do I get the CQB helmet and it’s variants and the MP helmet variants
You need to access the waypoint app. I have heard rumors that you can do it through the website here but I can’t confirm anything.
To get CQB helmet you need to complete halo reach campaign on heroic or harder, and get 900 gamerscore.
