Has there ever been in the history of a spartan that goes rouge and does mercenary work?

Not certainly. He does what he thinks is the best call, without question or permission if need be. He could be doing things on his own call now.
However, in my thoughts, I think 343i and/or Franky is/are throwing us through a loop with that teaser they showed. He could easily still be with the UNSC.

Yeah, I agree. Ralph-303 tried to go rogue but was returned to Reach and discharged from the Spartan II program because of his psychological instability. He died in 2531.
Absolutely no mercenary Spartans though. Mercenaries are professional soldiers who serve or work for monetary gain and aren’t loyal to any particular nation or faction. Not a single Spartan has become a mercenary by any definition.
