I spent $9.99 on the memories of reach pack and it gave me nothing I was promised. I did not recieve any armor, or 3 customization items nor 12 Ultra-rare/Legendary REQS. The charge for the REQ pack was $10.74, But it at no point said so. can someone please tell me why 343 is lying straight to my face.
What did you get from the req Pack? Are you reporting an error that the pack seemed to award you nothing? Did your game crash or experience a network error while opening the pack?
$9.99 is the retail price for the pack before sales tax. Sales tax even affects online purchases, depending on your state. That’s why your total charge came out to $10.74; nothing nefarious about that.

It only said $9.99 with applicable tax, but it never gave a tail. What I got was 3x brute plasma rifle plus certification, 3x grenade launcher with certification, 8x jorges chaingun certification, 2 RP boosts, 3x random vehicle, Done emblem and a gambit.

Not sure what a “tail” is, but I do know that before you confirm your purchase (whether on the Xbox Store or Microsoft.com), it specifically says “$9.99 plus applicable taxes”, so it should be no surprise that the total purchase ended up being a little more than $9.99. That’s just how buying things works.
The description from the Microsoft Store for the Memories of Reach pack states the following:

That “if available” clause is the key, because if you already unlocked the permanents obtainable from the MoR pack, you can’t get them again, and instead get additional single-use REQs, usually Legendary RP boosts. The pack promises 3 permanents and 12 single-use REQs. You got 3 certifications, which all count as permanents, plus 5 extra Jorge Chainguns, 2 RP boosts, 3 Random Vehicles, 1 emblem and 1 Gambit boost. All in all that’s your 3 permanents and 12 REQs. You were unlucky to not get any helmets or armor, but that’s why it says you need to purchase the pack 7 times to unlock the full set. Or, you can just open Gold packs as normal, because everything in the Memories of Reach pack can be gotten through Gold packs, too.
