Its impossible to get flame armor and effects in Halo 3 and Reach now.
Halo 3 only had it on Bungie Day in 2010 and no one has it anymore minus the people who worked for Bungie
Halo Reach has no more legendary codes to get red fire, and its impossible to get the Blue fire though any method. -
