There needs to be a complete overhaul to the way that matchmaking works.
There should be no playlists. When you select the Multiplayer option on the main menu it should send you to a screen where you get to choose what game(s) you want to play, what gametype(s) you want to play, and whether it be ranked or not. After that it should tell you approximately how many people fit that criteria and how fast you will find a game. It should then put you into a game based on that criteria, no voting or veto, you get what you get. At the end of the game you should have the option to party up, and if you choose not to it should send you into a new lobby without all of those people.
That would allow people to play what they want to at all times without screwing the other people. It would honestly solve a lot of issues with how this works. If you only want to play Halo 2 rumble then you have the option, but it might take a little longer to find a game. If you don’t care what you play and you put every game as an option and every gametype you will find games faster.
I don’t see a reason why it shouldn’t be like this
