Hello, I am brand new to these forums and I would like to know how to submit a map to 343 for consideration for entry to Team Slayer. Please excuse me if I am posting in the wrong place, and for some odd reason any screen shots I take are not uploading to the website.
Since we do not have fileshare access how am I supposed to add a D-L link?
You will have to get into contact with one of the many Community Cartographers to submit a map for Matchmaking.

Those are two I know off the top of my head.
EDIT: You can not post any Halo files online right now, you will need to wait until summer when file sharing is on Waypoint, if you want to link a map, you will need to tag it in-game and tell the Cartographer what it is tagged as.
