So, I saved up some req points and thought that I’d try out a Master Control Req Pack. I spend 100k and it comes up with 5 legendary arena XP boosts. Does this mean that I have all of the emblems that don’t require specific achievements? That’s pretty steep for 5 XP boosts. Has anyone else had this experience?

It means you already unlocked the Master Control weapon skins. If you read the description in the MS Store, it says that if you already own the items in the pack then you will get a handful of single-use REQ cards (in this case, XP boosts).
I didn’t realize that I had all the skins, it sounded like additional skins had been generated for purchase with these packs. No worries though, at least I now know to stick to the gold packs.
