Will “The Flood” make a return and or an appearence in Halo 4?
It’s highly likely they will. When, how and what form, THAT is the mystery.
It’s hard to say, maybe there was an outbreak in the past and the Flood had populated some areas. The Flood play a great role in the history of the Forerunners and seeing as the series revolves around them I wouldn’t be surprised if they are mentioned, or even present at some point.

yep, we already have the frog-krogan, oh I mean elites and the gru- I mean snotlings in the campaign.

Indeed, the Flood take the form of whatever host it attaches to. As far as I know, there are many undiscovered species within the Dyson Sphere and on the planet of which Halo 4 will take place on and so new forms would be introduced. Heck, maybe even a Flood form of the so-called Ancient Enemey.
