The maps include “hard” and “soft” death barriers to limit where the player can go, because of hardware limitations. Those death barriers aren’t a canon aspect of the game.
Canonically, Master Chief’s Mark VI was designed to survive a fall from low atmosphere with a little assistance, which is why he was able to use that sheet of metal as a blast shield during his descent.

It doesn’t say you die, you just drop all of your stuff and go back to your respawn point. Technically you could have just as easily had your guys wait there after falling, and enemy and your own reinforcements arrive while you get back to where you were.

Inside the armor, there is a layer of liquid called “Hydrostatic gel”. It’s purpose is to adapt the the wearer’s temperature and adjust to keep them cool (or hot if they get too cold). It has another function, though. It can be pressurized to various levels and can cushion the impact of a fall from orbit, for example. So master chief probably would die if he fell off a cliff, because he wouldn’t have time to pressurize the Hydrostatic gel. (fun fact: over-pressurizing the suit can result in nitrogen embolisms.) As for water, I don’t know what to say. He should survive that.
