Some other FPS franchises have included marking or tagging enemies. I would like to see this expanded to included context sensitive features fed in real time back to your teammates.
Imagine you spot or take down the enemy sniper, you then aim your reticle and briefly hold a button to have a unique icon so your teammates see such information. Icons would be automatic on vehicles, ammo, weapons, enemies etc and this would provide a strategic and live intel feel to multiplayer.
Just like your teammates highlight in yellow when engaging or red when taking damage each.
Further team waypoints could enormously help teamwork and strategy in the field. Color coding of icons matching the player creating the marker/tag would provide more instant intel and allow regular teams to identify things quickly too. The buddy system would also work very well with color coding or spawns too.
Another extension is an enemy intel hack armor ability that shows the other teams icons or waypoints. Some interesting points here like trade off physical armor abilities for intel based ones or muster your team for ambush on waypoints etc.
Every game I’ve played that has a tagging/marking system I’ve enjoyed, because it’s great for dealing with campers. In Battle Field 3 I use it every chance I get, mostly because I run with a recon class, and I have a reflex sight on my sniper rifle, so I often tag snipers and use the little red marker above their heads to help snipe them. XD I love it when I get head shots with a reflex sight from a long ways away.
I would like to see it expanded to involve your teammates more. Basically the cortina-like live intel across your team will speed up engagements, help strategy and provide opportunities for more teamwork.
I loved tagging in Crysis 2, Gears 3 and BF3. I think it would be awesome if Halo implemented tagging, and like you said made it more useful than just a symbol over the enemy head for a few seconds. Good idea

Of course for spam and networking performance reasons things would be restricted to say 1-2live tags per player. A toggle just like voice toggles could be used to only see friends tags rather than randoms as well.
Not very hard to design around such simple annoyances.
