I noticed when going through my downloaded stuff that there was two files named “disc locked content.” These were downloaded to my HDD the same day I downloaded the Armor Pack. Were Mark V and ODST already in the game but Disc Locked Content? This would explain why the download was so light.
The TU released the day before Champion’s added them.
The Title Update that was released prior to the Champions Bundle DLC’s release contained the armor and all that fun stuff that came with the Champions Bundle.
If it were really disc locked content, we’d be seeing ODSTs and Mark V spartans running along with headless spartans on Day 1.
The armor is new. The recent title update made it so that you and I don’t have to wait too long downloading them.

They were only disc locked content one day before the armor came out.
People without the bundle also technically need the files in order to see your fancy armor in game.
