Are marines upgraded by the infantry upgrade I, II and III? Do they get affected like other units coming out of the barracks?

Similarly are the mastadoons affected by global vehicle upgrades and how much?

Yes to both at the same rate as units who come out of their respective buildings (Barracks/Garage)
