It may or may not be. It really all depends on how strong the turret and missle launcher on it is. It seems like the turret is similar to the warthogs turret an the missle launcher takes 1-3 shots to kill someone, but the projectile speed seems slow also. It all depends how effective plasma pistols are on it, and other vehicles.
Its not overpowered, u can destroy the mantis with 2 Spartan laser shots, emp it or hijack plus u cant see alot behind when your in it and both teams get 1 so it is balanced
