That idea sounds interesting. I’d like to see a way of blocking implemented that would act just the opposite of meleeing. You would hit a button and hold your arms up. If executed properly, you block your opponents melee and have a better chance of survival by meleeing back when he is stunned or just shoot him. If your timing is off then you are “stunned” and can’t perform another action until your arms are down. But back to your point, it would mix things up without breaking the game in my opinion

What about this makes it skillfull?
Adding skill to the melee system would be something like having positional damage (punch to the head deals more damage than a punch to the shoulder) or implementing a psuedo fighting game system to it.
That would be mildly amusing if you could embed pictures. When I can look at the link and read “HowAboutNoMeme.jpg” before I click it, it just doesn’t have the same effect.

If you want to double pummel you can’t shoot.
Positional damage wouldn’t work well in online games with lag.
A pseudo fighting system wouldn’t work when they are other people on the map with guns and grenades who would kill you mid-fight.

Why would an augmented Spartan III run faster and jump higher when his magnum is in its holster instead of his hand?

By answering my question with a question I’ll just assume that you realize it is harder to run while holding a weapon steady than it would be if that weapon was shouldered. Even with you picking a pistol to illustrate your point I am still going to say that yes you can run faster when the pistol is on your hip and not being held steady, aiming ahead.
Regarding jump height: If you wanted to jump as high as you could would you hold your arms straight out like a zombie or would you fluidly move them as you crouched down and then exploded upward? I think we can agree that you would not hold your hands straight out in front of you. By holstering your weapon, you are freeing up your hands to help you get that little bit of extra jump height.
