Yes. 343I has talked a lot about Locke, and very little about Chief, so of course we are going to assume that Chief will be a secondary character while Locke will be the main character.

The actor playing Locke in Nightfall saying he is going to be the main character in Halo 5 didn’t help matters either

Considering how Bonnie Ross said that “This is about Master Chief’s journey, his past and future” earlier this year at E3. And of course they’re going to talk a lot about Agent Locke. They’re trying to build up his back story and help us feel better connected to him by the time Halo 5: Guardians releases. The main reasons they’re probably not talking much about John are because he is more important and he is currently in this interesting and mysterious state after the events of Halo 4 and Escalation’s 72 Hours. And they want to keep it that way and keep us guessing.
343i are building up all these new elements around him. They need to. It helps to satisfy the crowd with bits and pieces of new Halo info while expanding the universe. But, it also helps to give Master Chief a supporting cast and areas of the story that he may tie into. And, simply put, it just helps to build hype for the next major Halo release.
