I thought once you hit 40+ you will start getting silver packs every level. I am still getting bronze packs

They are “Bronze” colored, but after SR 40 you will start receiving Single-Use REQs that you would normally see in Silver Packs.

I have been receiving legendary single use cards in my promotion packs after level 40. I think it depends how many you get certified for.

The packs are still bronze color when you look at them in the “open packs” section, but the single-use items you receive from them will no longer be bronze-level, you’ll get at least uncommons and rares as well. I don’t have certifications for any ultras or legendaries so I’ve never gotten any from pack 40 to 54 so far.

They do not contain permanents like regular silver packs if that’s what you’re wondering.
