Well, they may retain something of their old rank. Palmer was called a lieutenant in Halo 4.

If I remember right a user in Universe said she was referred to as Lieutenant because it was a relic and didn’t have time to re-record the voice work. Also, she was a Corporal before joining the Spartans.

That’s what I was wondering. I don’t ever recall Chief referring to Thel’, but who knows.

That is the most likely scenario. Locke could still have more autonomy than most Spartans, however,

No, only the Spartan-IV branch has no ranks. Every other Spartan program before has had Spartan ranks. For example, John-117 is Master Chief Petty Officer, Carter-A259 was a Commander, Noble Six was a Lieutenant and so on. Perhaps Agent Locke has a rank because he is not a Spartan-IV? Maybe ONI has created their own super-secret Spartan program where they can have ranks?
