I have paid for both Noble and Defiant map packs, but lost access to them. I have looked through my entire download history many times over and I don’t see either of the packs in the list. Is there a solution for this?
If you are having issues with purchased content and can’t find it in your download history, then you need to contact Xbox customer support. 343 have no way to view any Xbox Live marketplace purchases made on your account.
Are you signing in with the same XBL account from which you downloaded them in the first place. If so find the map pack in the market place and try to download again. It usually recognizes that you have already paid for them and will download them without billing you. If not do what Phil says above.
