I’ve played through every campaign and have unlocked and watched every terminal in each game, and have received each game-specific terminal completion achievement as well as the terminal message from Mendicant Bias in H3. However when I look at the progress bar for Lore Master, it says I’m only at 91% completed. What gives?
I’m also having this issue, double checked and everything, it’s a bugger cause its stopping us watching that extra terminal on the channel, maybe it has something to do with the fact that terminals 4 and 5 in halo 4 play the same video with the Lord of admirals

Yep the one titled flood plays the wrong vid I must have clicked it 6 or 7 times to be sure…and after check the lore master achievement has randomly unlocked today

I’m also having this problem. Also it seems that all of the Halo 4 terminals are switched around, not just 4 and 5. For me at least.
I am having this issue as well. Just checked every individual game that I did indeed complete and find all terminals in, and what ya know? - No Lore Master achievement! It says on HaloWaypoint that I am missing one, but if that is the case WHY did I receive every individual game achievement for finding them all? 343 just can’t get right. Why is this an issue?, its a real STUPID issue to have when you think about it. Also if you check their (343i) response to us not having the achievements we are suppose to have, they make it seem like its our fault and advise us to “cross reference” between Waypoint and the actual game. BUT THEN WHAT?! After we’ve done that, there still is no fix!!!
You know what would be really nice that would help us determine which terminal or skull we are missing? - Give us a tracker that lets us know in what level(s) we are missing said item! Because as of now, trying to locate WHICH game is not registering my terminal is a pain!!! This means we have to literally play each game AGAIN and search for each “missing” terminal or skull AGAIN - this is just unacceptable. Come up with a better plan than your flawed “cross reference” one, PLEASE.
I think for this achievement to unlock , as well as watching all the regular terminals found in the campaigns, you also have to activate the Cortana terminal from Halo 3 (found in the Cortana mission) as well as view Master Chiefs service record in Halo 4 found down the stairs below the starting point of the game. I’m not 100% on this but its worth a shot.
This achievement MAY be bugged, but it has unlocked for myself and quite a few others, so it may be another Achievement server delay due to X1 dev teams decisions.
The achievement must have been bugged - I was just about to go through all terminals one last time and noticed I got it. So the recent update must’ve corrected that achievement issue. However I still have an achievement that says “Done!..Unlocking” which was for completing a level on halo 3, which I completed on 11/26/14. So the patch still hasn’t fixed everything with achievements.
