Good find, may I ask where this photo was taken from? I’ve seen a couple posts talking about some sort of new video? Last I was aware of was the UNSC Weapons video.
Can’t tell if that is Halsey from the back, the lady in the picture has more fluent flowing hair and for some reason I get the vibe that she may be younger than Halsey.
She looks more like Cortana because her body looks visible.
Looks way too young.

Yeah the color is still in the hair, kinda through me off for a sec and considered that this is a younger female person.

From what I can see, she looks way too young. Don’t think that’s her hair colour either, in Reach, she had like . . . grey snowy hair. She could have dyed it or 343 could just have changed it though. But still, I don’t think it’s Halsey. I believe it’s an ONI Scientist.
i think it’s another scientist if you go on imdb you will see a character currently known as “scientist” and it could possibly be that character

Anyway, on topic to this: That could be Halsey but it does appear a little too young. 
It’s nigh impossible to judge anything from that pic other than it’s probably a female.
In the meantime, we’ll all see what we want to see. Hair looks too grey/light to be palmer, imo.
I hope so, it would be cool for the Chief and Halsey see each other after so long.

I think it looks like Halsey if you ask me. Halsey was confirmed to be in Halo 4 anyway.
