Ever wanted to know how Locke started out? Here is his story:
Born on the colony of Jericho VII, Locke was orphaned when the Covenant invaded his home world in 2535, being evacuated from the planet only minutes before its glassing by the Covenant. Losing everyone he had known, Locke was placed in a state orphanage with other children who had suffered a similar fate. Upon growing older many of his compatriots enlisted in the UNSC, eager for revenge against the Covenant. However, Locke continued to blame the government for their failure to defend his homeworld and came to the conclusion that the UNSC was incapable of protecting its citizens. As a result, he became a freelance tracker and assassin. Locke’s atypical behavior and questionable allegiances eventually caught the eye of the Office of Naval Intelligence (ONI), who planned to train Locke into a specific role within their organization. Seeking a greater purpose in life, Locke accepted ONI’s offer to join and entered their extensive training program where he honed his skills to perfection and became one of ONI’s top field operatives.
On September 26, 2552, Locke compiled a target profile report concerning Thel 'Vadamee, detailing the his personal history from the UNSC’s first encounter with him on the Rubble to the glassing of Reach. Locke concluded the report by recommending the immediate termination of 'Vadamee if the Covenant advance were to be slowed in any significant manner. This report was later accessed by John-117.

Somehow I don’t think John will be very happy that Locke suggested Arby be terminated.
I think John will consider Arbiter as one of his own brothers in Halo 5.

Yeah. I wanted to basically show that he does indeed have a good origin and not just a random character.
This is that information that is on the Halo Channel when you watch Nightfall and do the behind the scenes option.
But seeing that a lot of people didn’t know. Not a lot of people saw Nightfall or went to behind the scenes
Because it makes perfect sense to turn an outspoken government critic into a supersolider and entrust him with some of your most sensitive missions. Good job ONI.

Nah, he’d probably be alright with it. That file was old and let’s not forget Chief almost shot Arby in the face immediately in Halo 3 lol.

Outspoken? When has he spoken out? Beyond his official profile, he didn’t seem like a critic in nightfall.
EDIT: Oh, never noticed the thing about his homeworld before.
I always thought he was Michael Jackson, resurrected from the dead as a cyborg. HEHE

TBH I think you guys ship these two a little too hard. John tried to kill Thel at the start of Halo 3, remember? Within a month it was all over and they were floating their separate ways.
