Who is better; Masterchief or Spartan Locke?
Tell me why you think so too plz.
Master Chief. He’s the savior of mankind(period)
Chief because he outranks Locke in experience, strength, intelligence, and skill. Locke only beats Chief in armor.

he has an advantage of having better armor, and I like seeing the IVs grow to be better than IIs at some point with him as an example.

But seriously, Noble 6 would beat kick their -Yoinks!-… Only when I’m P1 tho.
Master Chief will win, he fought the worst beings in the galaxy for 39 years. He is also a Spartan II as he was trained since 6 years old. Locke only beats him in armor since it is the newest armor they have made for Spartans.
I’d say Chief.
Although his armour isn’t as cutting edge as Locke’s (which is a prototype anyway… but still said to enhance warfighting capabilities or something along those lines) HUNTER-class armour, the Chief has experience and physical capabilities on his side. Trained since the age of six, selected for his genes and given the best augmentations - along with the strength enhancing MJOLNIR armour - there’s little reason that he would lose in any regard besides technology against Locke.
Plus, at least with the IIs and IIIs, the longer they live, the stronger they’ll just become as the augmentations grow more natural to the body. Even if the same side of the coin applied to the Spartan-IVs (…which I don’t even regard as “Spartans”), we won’t know how long Locke’s been a ‘Spartan’ for.

That’s actually quite plausible. The IIIs training was much harsher compared to a Spartan-II, and in Ghosts of Onyx, a Spartan-III, forgot the age, 14 I think? Was holding his own against Kelly-087, the fastest Spartan, in just SPI - Semi-Powered Infiltration- armour. Of course he lost once Kelly got the advantage but still, holding out against the fastest Spartan-II in MJOLNIR, while wearing your inferior SPI suit 
That and Noble Six IS basically the same as Chief… hyperlethal vector (rather than a soldier) and the Spartan IIIs of NOBLE Team had similar or perfect genes like the IIs (if I’m wrong don’t quite me anyone).

The SIIIs don’t get enough love. The IIs are probably still the best version simply because they were the genetic cream of the crop to begin with. I’m not sure about the spoiler part either.
As to the OP, John-117. There is no debate to be had here. His only real weakness is Cortana. Locke’s only advantage is having some level of social skills.

Chief all the way because if you read the books you wouldn’t even be asking this question, also are you saying his armor is better because of its looks or something else?

I’m bias and I have no regrets about it.
It’s hard to say, because both are equally driven by purpose. John-117 has the superior physical attributes, but Spartan Locke has the superior technology.
Chief will always be the best.

Not looks. It’s way more advanced.
Chief because he’s a Spartan, Locke’s just playing dress up. Except Buck he’s too good for Osiris at least.

I can not refute this for I know nothing of Locke’s armor but in keeping with my belief that 117 is better I will say this. (It’s not the armor that makes the Spartan its the Spartan that makes the armor) Because who else has slapped a rocket out of the air with his hand and live to tell it? 
Nobody beats the Chief.
Gray Team’s Mongoose cause it can drop in like an ODST.
