In Halo 2 Anniversary Prologue Locke’s ask Arbiter why the Elites called Chief demon.
“May I ask you something? Your people used to call him demon. Was that an insult or a compliment?”
Why is that important? What Locke thought? Do you have any idea or what do you think?

Yes, apart from having a literal ONI symbol on his armor he oficially isn’t part of the good ol’ naval intellegence anymore 
People don’t really leave ONI (well they sorta can but…well you know). Locke is almost certainly a ONI operative.
