Locke responds to Thel as “sir,” with respect. He also notes to him that he has become a Spartan. Then Thel says that Locke is hunting another Spartan, so I’m assuming that Locke has hunted a Spartan before, and Thel knows of it somehow? What do you think there relation is, Arby and Locke? Also, do you know or have a clue who Locke has hunted previously?

Basically using one another for their own needs. Arbiter using Spartans to run the Covenant off of the planet, and Locke using Arbiter to find Master Chief.

They never met in the terminals. Locke was tasked with compiling a report on Thel with the available Intel. The conclusion of the report was that Thel should be immediately assassinated. Of course, immediately after that, Thel was branded and became the Arbiter, and we all know how that turned out.
If Thel knows about this report, he might be apprehensive, but I doubt he’d be offended.

I never said terminals bud. I guess you never played H2A or I should’ve been more specific. The beginning cutscene of H2A shows Locke and Fireteam Osiris aboard an ship to meet the Arbiter and gather Intel on how to find Chief and blah blah. And also the ending cutscene of H2A also shows the rest of this scene. You lost me on the whole Locke’s report said Thel should be assassinated but he became Arbiter. First off, we never knew Locke before Nightfall and second, Locke didn’t become a Spartan until after Nightfall, so the events of Halo 2, he was only an ordinary soldier in the military

Yep. They’ve said that Locke isn’t part of ONI now, although it’s strange that he still has an ONI insignia on his armor. It’s probably just the armor ONI issued him and he hasn’t changed it
Oh Thel just meant that Locke is hunting ANOTHER spartan them himself. Locke has never hunted any spartans before.
I LOVE how Arbiter just plays Locke off like he isn’t nothing, like he’s not impressed. Locke : “I’m a Spartan now sir” Then Arbiter cuts in right after “I know who you are” and waves his hand like “Meh”. And I also love when he tells him he is hunting the greatest of his clan and Locke looks all ticked off it’s like what do you expect your attempting to hunt the greatest Spartan out there… I don’t think that the Arbiter and Locke have a past history I think he knows who he is because he comes to him on his planet of course he would know about him, and as someone else said I think he addresses him as “sir” because he’s the Arbiter!

All of them have the insignia of their old units on their armor. Buck has an ODST near his left shoulder and vale and tanaka have it on the left side of their chest
