I live in France and I don’t know where to look. Knowing that some are not even connected to the Internet so impossible to link his Gamertag.

Just look for at a few local places that have arcade machines. Here in the US they are at all sorts of random spots. If you find one and it isn’t connected to the internet, just shoot the establishment manager a message and they should be able to do it. Fairly quick and simple process.
