Unsure. I reckon they will be available during the next few months. There is a chance that this is a usable sneak-peak into the March/April Req unlocks. As as you may recall some were shown in the promo materials for the “Ghosts of Meridian” content update.
Only ones I am sure are special are the 343i skins where they have a high chance of not being in Gold Packs in the future. Good luck spartans.

Thanks CIA. I agree that the 343 skins are the only exclusives, and the others will be available in future updates. I wish they had been more explicit about this, but they would not have sold as many packs.
