Limited Edition codes - Literally limited?

My brother and I have procured a Limited edition of Halo 4, and we got all the awesome swag, and the Limited Edition codes. My brother has already redeemed the codes for the armors and Wargames maps/Specializations.

Anything downloaded to the Xbox was tied to that console, but accessible to all users on that console. The only exceptions to this were the avatar items, which clearly stated in the usage restrictions that they were exclusive to the gamertag that downloaded them. Everything else stated in the usage restrictions that it was usable by all users on the console.

I didn’t have access to any of the aforementioned items, but the only account that access was my brothers.

Is there a problem with this redemption system? Are there any remedies to this situation, or am I hosed?

This is a common issue that I and many others have encountered. There is not a solution as of yet, however, 343 have stated that they are investigating the problem.
