How do you access level V skill tree tech? I can not seem to find the upgrade for it so i can try out the pelican special ability.
Just keep upgrading your other commander skills.

It isn’t related to buildings, it’s based on your commander points you earn. Problem is, most domination games don’t last long enough to get that far. I got it once, but I chose the Helljumper Elite drop instead.
