Ive watched a lot of videos on REQs, and its safe to say it has nothing to do with level. Although I personally have noticed that if you get one piece of the armor set, it is easier to get the other half. This effect does not apply to visors, skins, stances, or anything outside the helmet and armor categories because these are not in the same family (like you wont see a visor named Copperhead to “match” the Copperhead armor and helmet).
.Also there are customization pieces that require certain circumstances to unlock. This includes season emblems, and the Heliosrkill armor. Here is a link of an up to date list of every REQ and how to unlock them. But you probably don’t need it because you already know. =)
SR has no stake in determining what armor you can wear.

Nope. I have everythin (level 130something) and I barely use armor with a rarity higher than rare (I’m a fan of my Recruit variants).
