Good God man! Are you trying to make LASO impossible! I would personally like to see more skulls that are more goofy than anything else. They don’t really affect difficulty at all but they are just there for fun, like grunts having targets painted on their faces or something.

Mainly the ones about all enemies spawning with power weapons, their damage being double with yours cut in half, and the one about your health draining over time.
It looks like 343i set a standard with CE by making skulls more about customization than difficulty.
I personally like skulls for difficulty like Bungie did, but to be honest I don’t even have a terribly strong reason for this. I just like the idea of skulls being like horseman of the apocalypse, artfully worded and always bringing the pain.
I would love it if they combined the systems and separated the skulls into sections. Gold skulls for difficulty and silver skulls for fun.

A skull to fully disable all level boundaries would be nice. There are a lot of people that react very strongly to bounds, and I think they’d love a skull like that. To prevent people from cheaply getting the campaign achievements, the skull could be unlocked per-difficulty by beating the campaign.
There could be a skull to replace Cortana with Sergeant Johnson – lines included, and with him present during gameplay as a Halo-3-Arbiter-esque ally.

Skulls have been occurring in small numbers since H3. If they were to surpass 15, then they should have very unique effects.
A skull for third person mode (like third person perspective in Reach’s theater), and a skull that makes Master Chief a UNSC green, gold visored version of our Spartan IV from multiplayer. Other than that, I don’t care much.

There were 5-6 more skulls in H2 than H3. ODST and Reach did not add any new skulls.
CEA came close.
I like the fun and/or humorous campaign-based skulls, like Grunt Birthday Party and IWHBYD. I loved the Grunt Funeral skull that you got for pre-ordering CEA, too. Hopefully, they give us a similar campaign skull as a pre-order bonus for 4.
