Yeah I wouldn’t touch the BR at all, but the Commando absolutely need less bloom and recoil. It’s a cool gun, but as it is, it can’t go toe to toe with anything.
This is the exact reason everyone hated bloom in Reach and why it was eventually toned down severely. It’s also the reason why MLG modes in Halo 3 completely removed BR spread.
It takes away A LOT of the skill factor when you try to “skillfully pace your shots to remain consistent” when RNGesus decides the guy who spams wins the fight.
It’s dumb and bad.
That’s not how Halo is balanced, Halo balances weapons around skill requirement and niche in sandbox.
H3 MLG didn’t remove spread, they upped damage by 10% so that 1 less bullet needed to hit the head for a kill.

So basically the BR was a laser in MLG?
Last time I checked, the BR did just fine in Halo 3. I haven’t noticed any changes.
