it would be cool if some real elites came in and wooped the storm’s butt. The covenant now are a joke. Pirates. They used to be intimidating, but now they are just blah. get some hardcore elites in the story. that would be cool to see some alien on alien violence! Get them to put the storm in their place.
I could see a drop pod of Ultras hit the ground in a nest of Storm and out they pop. Time to die scum.
Separatists FTW! Humanity probably doesn’t even need help taking them out 
But I would love to see some actual Covenant in there.
Well, two things that might shed some light for you:

The Storm faction largely comes from a Covenant colony world that was less involved in the war and was somewhat isolated from Sanghelios because they weren’t a huge fan of Sanghelios politics. So yes, they’ll likely be less experienced combatants or at least more out of practice.

Even the Sanghelios Sangheili are, for the most part, a joke. The UNSC Infinity had a chance during the Thursday War to completely cripple the Sangheili navy for good. They had a chance to force the Sangheili to die a powerless, pathetic death.
The Covenant are meant to be portrayed as weak now-… because they are. They all got so used to the way they lived their lives as the Covenant, that when it shattered so to did the individual races. The Covenant will never again be glorious, unless the Arbiter can somehow finally rally his people towards a better cause.

Everybody’s been weakened by the war, and even though humanity manages to hold its head highest, its single greatest monolith of success is now threatening to buckle at the foundations because they’re proliferating their technological advantage to soldiers that are somewhat unfit for it.
The storytelling here has been a rollercoaster ride to explore. Overall, I approve of what 343i’s doing. Very good stuff.
